Create Supply Plan Stuck in Retry Status

After starting the job to Create a Supply Plan in Planning Central, the job remains in Retry status

After having created my Supply Plan and loading data from external files, I then go to Plans > Manage Plans >  Actions  > Create Plan.  The process RunPlan remains in stuck in a status of Retrying.  Eventually, after the process finally fails (I let it run over a weekend before it finally failed on its own).  The key piece of information in the log was the statement “Error: No free web service available to serve.”   I looked this up in My Oracle Support and the guidance there was that this situation is caused by having another open plan that needs to be closed first.
