I thought I should pencil this note to make you aware of the implications of inactivating an existing Requisitioning BU.

Preamble:

A customer wanted to know why a user is still able to create requisitions in an inactive Requisitioning BU. Inactivating a Requisitioning BU is not considered a normal run of the mill process with no expectation of the occurrence being periodic or repetitive. Specific business use cases like overhauling the business unit structure is probably one of the rare occasions that this may occur. The nature and extent of this change being so invasive, accounting for this change and therefore preventing further usage requires a great deal of care and has impacts to audit history requirements as well.
