Adding a segment label to existing CoA

I am working on setting up AP invoice approval rules, based on the Distribution Cost Center Segment line-level attribute. The existing chart of accounts did not have a segment labeled as Cost Center.
I have added the segment label to the appropriate segment in Manage Key Flexfields -> Manage Structures. However, the workflow still does not seem to recognize the segment as Cost Center and rejects the invoices that should be routing under this rule.
Are there any other steps required to add a segment label, other than simply adding the label itself?
