Context:

The customer in this case observed that when they create 'Incomplete' requisitions through SOAP or FBDI processes, the budgetary control process did not kick off Funds Reservation on Submit even though the configuration was set to Reserve on Submit.

Tip:

We support Reserve on Approval for budgetary controls when using FBDI or SOAP Services to import and create requisitions. So the customers have the following 2 choices:

1. Create the requisitions in Approved status when using these services so that the Funds Reservation is kicked off
