Need Talent and succession plan super user access

 Is there any  Super User role for specific users where they can access any and all Talent Review and Succession plans. Currently, unless they are a Facilitator or Owner of these plans, they cannot view/edit them.  We do not want to have to add all of these people to each of these plans in order for them to have view/edit access. 

Instead, we would like to have a Super User role that would automatically give them this -->is there any super user role to give talent and succession plan access.
