How to monitor user managed DB systems like the same way we do for autonomous databases?

For monitoring Oracle Autonomous databases, we use SummarizeMetricsData API to collect the metrics listed here (https://docs.cloud.oracle.com/iaas/Content/Database/References/databasemetrics.htm). Is it possible to collect the metrics like the same way for Bare metal, VM & Exadata DB systems? In the docs, monitoring is mentioned via Enterprise manager database control.
