how to pass assignee value from VBCS into PCS

how can PCS approval process take an assignee value from VBCS or another Oracle cloud app?

We are looking into using PCS for various approval processes to integrate with VBCS.  The logic for who should be the assignee on the approval process will come from VBCS.  What does that integration look like? how does it work?
