Data Guard switchover hung; now having trouble terminating my test database instances

I configured a two node RAC cluster database on OCI using cloud dashboards. 

I setup a Data Guard configuration for the RAC database using cloud dashboard interface. It setup a standby RAC cluster database on another AD through cloud automation, I tested RAC and Active Data Guard using SQL interactions with read-only on standby nodes. Very impressive. 

First switchover worked, Second switch over hung. Cloud dashboards seemed to be out of sync with the underlying databases.

I wanted to terminate these instances and continue testing by recreating same setup.
