How to Differentiate Requestor in workflow rules if using responsive UI for HR

We are planning to responsive UI for HR and wanted to check on how to differentiate the requestor in workflowContent
We got to know that Classic UI pages for HR Admin will be out by 20B and wanted to go with responsive UI for HR admins. With responsive UI, there are some actions which are common with Manager, for example Change Working Hours, Change Location, Manage Contracts, Change Manager. Writing workflow rules becomes tough when approval process is the same for HR and Manager.
Has anybody faced this issue and know how to accomplish this other than the 2 options we have below -
