FCCS DM Data Target randomly dropping accounts in the export

I created a new 'Data Target' target application and it is randomly excluding accounts from the Export.  The data is in the system, the DLR is setup (I even hardcoded the accounts for testing purposes) but they are being excluded from the export.  There is nothing unique about these accounts.  Has anyone had this issue?  I am going to replicate as a Custom Application to see if they export from there.
