Hi,

What is difference between Buyer and Owner in negotiation, we have a requirement buyer should be able to create,Analyze, Evaluate and Award, but should not be able to manage negotiations like extend,Close, Create surrogate response, unseal and unlock. These manage negotiations functions should be performed by a Tender seceratary, after tender is closed Tender seceratary should not have access to negotiation. please let us know how can we achive this.
