Task aggregation & Claim approval configuration - error when there is Comment or Attachment

It would appear that if there is a comment or attachment anywhere in the workflow approval hierarchy, when that approval gets to a stage that has Claim functionality enabled, it errors. We have Claim turned on for workflows that have our HR Operations team as the final approvers as multiple team members can potentially pick up the approval.
This is a known bug "Bug 29760464 : Task aggregation prevents claiming when comments and attachments are present" with a workaround of making the workflow Auto-claim per "Error When Claim Approval Notification "An error occurred. Contact your help desk. (FND-2)" and ORABPEL-30036 (Doc ID 2623865.1)" However, this removes the Claim functionality we desire.
