APEX and SQL Developer not running on ATP Database when using "Always free"

Im using ATP DB Cloud "Always Free" with APEX. 

Suddenly its not working and throwing below error message

I tried restarting the ATP DB couple of times, but still no luck.

Unfortunately, I don't have any back of Apex Application.

Please help in this.
