How to handle NULL values in approval rule configuration in Oracle HCM?

Hi,
We have a requirement as below.
As part of the Change work hours transaction, if there is a change in salary, the approval should be routed to Initiator's manager. If there is no change in the salary, the transaction should be self-approve.
We have configured 2 rules
Rule 1 - if Worker's Salary Details.Current Salary Amount != Worker's Salary Details.Proposed Salary Amount, route to initiator's manager (this works fine)
