Prevent termination when pending time needs to be paid

I normally work on our ERP system, but was tasked with helping Payroll with some questions/issues they were facing. I apologize in advance if I am not using the correct terminology or asking in the right forum.

When processing employee terminations, if an employee is terminated while there are pending timecards, we cannot process them because the supervisor is removed. We also experience where the terminated employee is not picked up in payroll. Is there a workflow method or system setting that can automatically prevent a termination from being finalized when there is pending time to be approved and paid? At the very least, we'd like to have a warning that there is pending time when a user goes to process the approval. Can anyone help with this or point me to documentation on how to accomplish
