Will contingent workers be processed as external and not internals in any release? Also is there any

We have a scenario where we do not want our internals to go through background checks but externals should. Even if we turn on the setting for contingent workers as external candidate they are only allowed to apply externally but still processed as internals and hence they will not go through background checks.
Is there any release or workarounds to solve the above situation where a contingent worker applies for an employee and is treated as externals, goes through the background checks and all other stuffs for externals?
