Public Sector - Making bid responses and pricing public

Summary

Public sector client has a disclosure requirement to make all the bid responses and pricing available for anybody to view. Is there a feature in Oracle Sourcing to support this?

Oracle Sourcing has a feature to publish negotiation details to a public URL. In our project we fully intend to use this feature. 

As part of their current business practice they also make all the bid documents and pricing information from all the vendors including the winning bid , as public. This is to avoid multiple public disclosure requests from general public and other vendors. Public disclosure requests mean additional time for buyers to respond to these requests instead of focusing on other value adding work.
