Ranged child value for parent value in an account hierarchy

I have recently tried to create a ranged child values for a parent value in an account hierarchy tree. The child range does not allow further creation of nodes underneath it. On the other hand, I was trying to insert a node under the same parent value with the above mentioned child range, but the child value does seems to impose any restrictions or controls against the node I inserted even though it was out of the child range. Therefore, I was wondering how could I utilize the child range to group and restrict the account in a value set
