We are using Oracle Cloud HCM and we are NOT using Payroll.  We track a number of allowances and one time payments using elements for passing to our third party payroll providers.

When creating a new element, after entering Basic Information, my first step is to delete any default Input Values, and then set up the company-specific Input Values as needed.

I have followed this process with a specific element for a number of EMEA countries, and have run across an issue with Italy.  I have followed the same process for 5 other countries, yet the system is preventing me from deleting all of the input values (see attached for error message) for this remaining country.
