Performance tiles not calculating values

Hi there, I have created some custom counts in an analysis and when I create a performance tile it isn't counting the values correctly. 

Essentially I have put a filter on a delivered count called Count of all performance documents, as I am looking for only numbers for this year. This gives me a count of how many performance goals each individual has. While this provides all the information we need, I am trying to create a dashboard to show how many with at least 1 goal and how many without one. I am trying to do this in 1 document but can't seem to do it.
