Unable to PARSE file header column

I have csv file with one of the header column as '#' OIC is unable to PARSE

Hello,

I am trying to read a .csv file, the file has a column name as # which stage or ftp read are not able to parse in OIC, i have tried creating NXSD using Jdeveloper run into same issue. Pasted below is an exmaple where the fisrt line is header and below is sample data. 

Other option was thinking using Java Script which i am not that great at, Any help is appreciated.
