How to give worker access to a performance document section without giving him/her 'evaluate' option

Summary

The performance template contains various sections including competency. The requirement is that manager should be able to evaluate competencies but worker should not be able to.

For now, we have achieved this functionality using page modification. We have customized the competency section's evaluate button in the performance document so that it does not appear to employee during self-evaluation. Can we achieve the same without doing page customization but by configuring the performance template? I tried configuring the template, but as soon as worker role is added to the competency section, under item ratings we are forced to select one of the three options: 'Required','Optional with warning' and 'Optional Without warning'. Choosing any option will obviously enable the 'evaluate' button for the worker for competency section.
