How can I Migrate Implementation Attachments and Help Topics from one pod to another

The original goal was to be able to attach setup documents to implementation tasks and move between pods via configuration packages.  That didn't work.   Then tried Help Topics  

Implementation Projects – Implementation projects downloaded via configuration packages don't contain attachments.  Is that correct?. 

Help Topics  Iou enable the Help Desk Offering (is that extra cost?).  Create an implementation plan with the Help Desk Offering.  I’ve tried leaving in all tasks or reducing down to the four tasks associated with Manage Help Content.

The configuration package gets created but I get a hierarchy not valid error when I try to import setup data in another pod.
