Parent tax provision not working

I have followed the documentation to run tax provision at parent. I can load adjustments, but the entity tax automation at the parent level does not work. It says it is optional in the documentation. I can aggregate the tax calc from base members, but not calc at parent. I checked that there was data at parent at entity total. I added an entity rule identical to rule at the base that is part of the domicile. I disabled the domicile rule at the base of the parent and at the parent, so there is only this created entity rule
