Error when adding an Alert Rule to prevent reconciliation workflow

I am trying to utilize the new alert feature to prevent workflow when certain reconciliation criteria is met. Has anyone had any success with creating a format rule to "Create Alert" where it is associated with reconciliations and has a restriction on workflow? I created a rule and am getting the attached error when testing. When I close the error box the reconciliation submits when it should not. Please comment with any ideas.
