Oracle Cloud - Can not delete OCI Load balancer

Summary

Shows ACTIVE load balance in my resources, but does not exists when try to load balancer page

I had create a free trial cloud account and deployed sample application which had a load balancer and 2 instances.

After few day, I had some issues with application and found that load balancer was not there and rest of the stack [database and instances] were there. For some reason the when I do query for "all my resources" I see load balancer ACTIVE, but when I click on load balancer - it takes me to a page with message " Load balancer deleted - This load balancer has been deleted, you will be redirected to the load balancers page.".
