503 service unavailable errors after creating ATP

Summary

After creating a new ATP, I try and go to SqlDeveloper for Web or Apex I get a 593 service unavailable error.

This is the error details after I have created an ATP.  Same when I try SqlDeveloper or Apex.

IS there something else I need to do? I've looked through a few articles but I didn't see any steps that I missed out on.

I've deleted the the database and recreated it again. Has anybody any ideas?
