FCCS Task email notifications behaving different for single task

We have roughly 500 tasks currently active for our current close period. However, we are having issues with a single task not sending notification that the task is complete. All other tasks seem be be sending notifications when complete, except for this one. I have reopened and submitted again to confirm . It sends an email notification when the task starts but not when it completes. This is causing issues as many other user rely on the notification when this task is complete to start their work.

Other tasks are not having any issues and I checked that the system email jobs are completing without issues. Any ideas on why this one task would behave differently? From my understanding email notification settings were not setup at the individual task level.
