EPBCS: Block creation issue in allocation Logic

Hi All,

I am having a block creation issue in allocation logic. I need to do the project allocation from No Projects to Level 0 of All Projects. I tried to use @CREATEBLOCK and SET CREATENONMISSINGBLK setting and all the options were taking a long time to complete. The logic is if the rates available by sites take the alloc% rate from Level 0 site, else take rate from No site. If the rates are present at "No Site" i am getting block creation and its not calculating. If I manually create, then this logic is working. 

Accounts and Period are Dense members, Other dimensions are Sparse.
