Dynamically remove members from a form?

Is there a way to get members to be dynamically excluded from a form?

I have found that using alternate hierarchies does not work (Ilvl0(PL_Accounts) with an exclusion ilvl(exclude_accounts) which is an alternate that has all accounts that need to be excluding...this method does not work).

I think that using UDAs in forms was a recent addition, would this be able to get a dynamic solution (UDA on members that need to be excluded)? 

Or is there a different solution I am missing.
