Does Item rules framework support validating current system date

Hi All,

we have an requirement for an customer where the ask is to automatically change the item status from 'Inactive' to 'Active' when the current system date reaches the effective date stored in "effective date" EFF. 

Does Standard Item Rules frame work support the below.

1) validate whether the current system date is == date stored in Effective date EFF

2) Assign the Item Status value to 'Active' automatically when current system date is == date stored in Effective date EFF

If yes, what is the format to include the system date in the IF or THEN condition. Attaching here with the non-validated rule drafted.
