Created two new ATP databases Always Free today. One works fine the other fails when trying to access APEX or SQL Dev Web:

503 Service Unavailable

  • ORDS was unable to make a connection to the database. This can occur if the database is unavailable, the maximum number of sessions has been reached or the pool is not correctly configured. The connection pool named: |ocid1.tenancy.oc1..aaaaaaaasudi6oktw4n2ywelulndjpyw3fsut2gr7nho5zgsc3fbiglv6nbq-sgtest|re| had the following error(s): Exception occurred while getting connection: oracle.ucp.UniversalConnectionPoolException: Universal Connection Pool internal error: oracle.ucp.UniversalConnectionPoolException: Unable to create connection within connection wait timeout
