Work Order and Scheduled Receipt value in Material Plan are not showing correct values

Our supply source is only Work Orders. So we are expecting the Work Order Quantity and Schedule Receipts quantity to be the same but they are not. On further analysis we see that Work Order Value shows quantity of Work Orders that have been pegged to demand. if the work order is not pegged to demand it is included in scheduled receipts. Can someone explain the standard behavior/functionality of the material plan data? Thanks.
