OCI VM DB system licensing

Currently Customer in onPremise has 10 Online Virtual CPU's one each node in a 2 Node RAC DB on AIX. Considering a core factor of 1 as per licensing policy of Oracle 10oCPU will be required in OCI. In OCI if we consider VMDB as a possible solution to host this RAC DB, then the available shapes are with  8 or 16oCPU. In this scenario we cannot provision 8 as it will be undersized, and next available 16 oCPU client may not have the license for additional 6 oCPU. Any advice to solution this in OCI in such a scenario?
