Clone Snapshot Validation Error - Source and Target service environment mismatch

Have anyone experienced the following issue when using the Clone Snapshot? I try to migrate from Prod to Test, and I have waited until Prod and Test are in the same version (21.04). When I run it, it has the following status:

The Clone status details have the following error message:
