What is the core difference between Staged Application and the application in development phase?

Summary

Can we continue making changes or development on the staged application ? if not then why and what does oracle recommends .

I made few changes in staged application mainly designing/UI related changes but not getting reflected , Even i am using another chrome profile and incognito mode for the stage URL.
