Not seeing "In List" as an operator for job grade - Approved Rule #3

Not seeing "In List" as an operator for job grade - Approved Rule #3. Also not seeing our list of valid grades. Which operator should I use and which delimiter? Do I need a qualifier?Content
I've tried comma and semi-colon delimiters without luck. I've tried single and double quote qualifiers without luck.
I added an error message to display the grade code and it is pulling the correct grade code value, it just doesn't seem to like my list of job grades to evaluate the conditions. Trying to write an object defaulting rule to default the salary basis based on a combination of FLSA Status (Overtime Eligibility) and Job Grade.
