Person Number already exists error

Hello,
A user was converted into an Employee with the Person Number of 4675, but even after it was corrected to 9110, In the backend it still sees that person number 4675 assignment as being active and therefore person number 4675 cannot be assigned to the other user in the system as it throws an error . This also causes a large problem for our data and reporting since now we have multiple Person Numbers assigned to multiple employees.
Person Generation Method is set to be - Manual
This is affecting multiple user in the system. Is there a way that we can delete or end date those incorrect person number records for employees to free up those Person Numbers?
