Value Set Codes do not show Posting fields

Summary

Value Set Codes in a new instance do not show Summary, Allow Posting, and Allow Budgeting fields

Content

The first image is of a Dev instance and the second is of our newly created PROD environment. Value Sets appear to be created correctly but they are not showing the "Summary", "Allow Posting", or "Allow Budgeting" fields as shown in the second image. Flexfields are deployed. 

How do we get this enabled?
