Is there a way to pass entity selection as RTP for data load rule in data integration?

We have two separate instance like Finance and workforce due to security reasons. As part of monthly business activities 30 brand users are supposed to send the data from workforce instance to finance instance on demand.

We have used the REST API to trigger the data movement by brands in a data form. But we end up having 30 locations/data load rules.

Request is we have security defined in EPBCS by brand, if we have a flexibility to create data load rule on demand/passing entity selection in data load rule as rtp will give lots of flexibility for users.
