Segment Value Security with SQL Predicate

I could not find any documentation on how to use the SQL Predicate option on the Segment Value Security functionality.

I'm trying to implement this for a value set of the Chart of Accounts flexfield, but in the General Ledger documentation this option is not mentioned.

Please, where can I find details about this option? Can someone provide an example on how to use this option?

Is it possible to secure the values in one segment, based on the values selected in other segment?
