Create PCS process instance onbehalf of another user

Description

We want to add a feature in Process Cloud Service like which is already exist in Oracle BPM on prem where an admin can create a process instance onbehalf of another user.

Use Case and Business Need

For example an employee is out of office without any access to the internet and that employee was supposed to submit a request for a specific process, So his/her manager will submit the request on behalf of the employee then the process will go with the normal approval cycle based on the creator (Employee) .. So employee's absence won't affect or delay the business.
