VM.Standard.A1.Flex instance disabled even though it's always free eligible
My instance was disabled, and when I try to start it I get an error message: "Instance ... is disabled and will not accept any action requests. Please contact customer support to reenable."
I believe this instance is always free eligible. Can it be re-enabled?
EDIT: looks like I was able to recreate it by terminating the instance (but keeping the boot volume) and then creating a new one using the boot volume as its image.
