Job requisition status for a candidate as 'Withdrawn by candidate'

Dear All,
Please help in understanding how we can overcome the situation where we get the Job requisition status for a candidate changed to 'Withdrawn by candidate'. PFB two scenarios that are faced by our recruiting team.
1. When a candidate is moved to HR, a pending work relationship gets created. Now if suppose the On boarding team cancels this work relationship due to any reason, an FYI notification is triggered to the recruiting team as withdrawn by candidate. PFA word document for clarity.
2. When a recruiter during an Offer stage, withdraws the candidate due to reason that candidate wants to withdraw. same FYI notification like above gets triggered to the recruiter.
