Need to send multiple email notifications on Step Transition

Summary:

I need to send multiple email notifications on Step Transition. I added multiple transition rules with notifications under a Step. Each one transitions to the current step. Then the last one (with no notification) transitions to the next step. PROBLEM, only the first notification rule runs and the last step that transitions to the next step. How can I make multiple notification rules run?
