Workflow Notification Email

We would like a help desk ticket created when employees receive a promotion or when they have a manager change. Currently the help desk email is included in the workflow routing, however they receive an email that states "You don't have access to this worker's assignment info". The help desk doesn't need to have access to the details, but they would like a high level of the employee and the new manager so they can perform other details non-Oracle Fusion employee management.
