Disable Create from Project option

Summary:

While creating a new project, Is there a way to disable or hide the Create from Project option. We would like to have the Create from Template option and disable Create from Project option. As I understand both Create from Template and Create from Project share the same privilege. I would like to know if this can be handled through some personalization or is there a privilege that can be used to handle this.
