Creating multiple users in fusion

Dear Experts,

I need some inputs regarding users creation in fusion. I understand this may not be the right category to post but I couldn't find any category related this as well.

The customer that I am referring to uses only Supply Chain, Financials and Procurement modules. They have roughly about 300+ users across these modules. Can any of you please share your thoughts/experience in creating users in bulk in fusion? What is the best way to do it and how do we perform bulk user creation, assigning roles to the users and providing data access to the users/roles?
