Use Case: Assignment Change - Input allowed until 2 days before end of month

We'd like to implement a validation rule to allow assignment changes to be inputted at the latest 2 days before the end of the month to guarantee correct payroll processing.

Detailed use case description:

We want to have a validation on the effective start date entered by the manager in case of an assignment change. It should only be possible to enter an effective start date on the 1st of a future month in case of an assignment change.

This assignment change on the 1st of a future month should only be allowed until 2 days before the 1st of the future month. (f.ex. Assignment change on 1st of December '21; It should be entered at the latest on the 28th of November, on the 29th of November, an error message should need to be shown to the manager)
