Can *End Users* import data into PBCS using Data Exchange?

Admins can run Data Management processes in PBCS, no problem (via both the Data Exchange GUI, or Data Management).

I am trying to allow regular users (or power users) to be able to upload and import their TB files in Data Exchange, but they cannot see the inbox. They can execute the data management process and import a file that is already sitting in the inbox, but they need the ability to upload and manage their own files if they're to fully own this business planning process.

Am I missing something, or is this a critical gap in the tool?
